The Nevo Parudimos Association, as a partner, together with the National Federation of Local Action Groups in Romania and the Romanian Center for European Policies, is implementing the project “Empowering Roma civil society in rural areas to become equal partners in rural LAG’s” between November 22, 2021 and November 21, 2023.

Our project aims to empower rural Roma civil society to become equal dialogue partners of rural Local Action Groups (LAGs) so that the problems of Roma communities in rural Romania are heard, aware and included in the Development Strategies. of the Rural LAGs.

At the same time, this project aims to train LAG teams and therefore FNGAL members to understand the Roma issue and include it in the local development strategies for the period 2020-2027 whose planning will start in 2021.

Cooperation and collaboration between LAGs and Roma NGOs will be another priority that we aim for in this project, so that in the future, through lobbying and advocacy activities carried out by representatives of Roma communities (NGOs or individuals) , their problems to be found as much as possible in the measures financed by the Strategies of the rural LAGs.

Currently, there are 239 Local Action Groups (LAGs) in Romania that cover more than 95% of Romania’s rural area and cities with up to 20,000 inhabitants. They implement Local Development Strategies (SDLs) throughout Romania worth approximately 635 million euros, on approximately 8000 projects. According to World Bank data in Romania, most people at risk of poverty or social exclusion live in rural areas.

Following a collaboration that began in 2014, FNGAL together with the Nevo Parudimos Association and CRPE have developed several initiatives aimed at increasing Roma inclusion in rural areas and improving their living conditions.

FNGAL, being a network of donor organizations in rural areas, considers it very important to train both FNGAL members, but especially Roma organizations, to become equal partners in the planning, implementation and evaluation of SDLs so that living conditions of Roma living in rural areas to improve.

Through this project we want to train the representatives of the Roma communities and of the roma civil society to become active actors and able to contribute to the realization and implementation of the SDLs implemented by the LAGs.

The aim of our project is for Roma people to become equal partners involved in the development and implementation of the SDLs of rural LAGs, the problems faced by Roma communities being found as priorities and measures in these SDLs.

The objectives of the project are:

  • Increasing the capacity of 420 representatives of Roma communities and NGOs from 7 regions in Romania (excluding Bucuresti, Ilfov) for equal and equitable participation that will lead to the transformation of the problems faced by rural Roma communities in priorities of the LAGs during the implementation of the project
  • Empowering the teams and members of the 239 LAGs in Romania (at least 420 people) so as to increase the degree of acceptance, quality of life and participation of Roma community representatives in planning and implementing the activities of rural LAGs during project implementation.
  • The 28-fold increase in the number of rural Roma NGOs, members of LAGs, who understand how LAGs operate, lobby and advocate and promote the issues facing Roma communities on the agenda. rural LAG teams.
  • Development of the Roma, Minorities and Social Inclusion Department within FNGAL to lobby and advocate for the inclusion of Roma and vulnerable groups in the LAG area and to develop a strategy for FNGAL inclusion and participation.

The direct beneficiaries of this project are:

  • 420 representatives of Roma communities and NGOs from 7 regions in Romania selected through face-to-face or online meetings by the 7 regional leaders, based on an application form and a recommendation from a LAG
  • 420 employees of the 239 LAGs, or members thereof
  • at least 28 Roma NGOs from 7 Regions in Romania
  • FNGAL which will have a much better capacity

Indirect beneficiaries will be all Roma communities in the area of ​​rural LAGs in Romania, and not only:
– the local and central public institutions, the Ministry of Agriculture and the Managing Authority for the LEADER program that will benefit from the research carried out.
